How do you keep updated about the upcoming changes to the bitcoin network?
I mean, changes like segwit, lightning-network, etc.
Is there some kind of "official" website for this kind of information?
And also, the technical details of these new upgrades, where can I read about that?

You are already in it man, this is the site where you can keep yourself updated and learn about things that will come around.
The good thing about here is that you can post and also ask questions and there will be a lot concern citizens here that will help you out.

you can keep track of bitcoin-core sw development on github https://github.com/bitcoin/bitcoin

and whenever new version realeases, you can update your sw with the latest one.,

thats what i do.

plus you can see announcements threads here i.e. bitcointalk.org

There are various site which you can use to stay updated about any new change in the bitcoin network but I choose to use the coindesk while I use airdropalert  to stay update about any new air drop in the crypto currency world.

there are many sources to be updated regarding this.. you can use this bitcointalk forum. even there are some telegram groups giving information reagrding this. similarly there are many forums too which is providing information. and even you can google for any update regarding bitcoin.. this is age of technology and going updated in simple now Wink

For being updated on bitcoin, You have to be dependent on open sourced software for bitcoin and  miners.

There are the people who manage the open sourced software for bitcoin. They are like the organisation/community that keeps the development on the bitcoin protocol running.

On the other side are the miners, who deploy computers to run the bitcoin network (blockchain).

Both sides are crucial to keep the bitcoin running — one side can’t do it without the other. And to fully understand the issue, you need to understand the mechanics of bitcoin.

My theory: Bitcoin price is rising cuz everyone wants free money so, BTC price will continue to go up, until August 1st. But since everyone is moving to btc, altcoins are droping like a rock. Not because of anything just ppl wanna capitalize on that free money. After Aug 1 ALTS will skyrocket. Not btc! my move, load up on alts before aug 1st theres more money to be made that way than the pesky 500bucks on bcc wich may drop a lot by the time ppl wanna sell it. Im sticking to ALTS

I've learned so much in my couple months since diving deep into CC and in particular BTC's "ongoing fork evolution", and it seems that it was painless and almost subconscious, and it's due almost totally by reading [Suspicious link removed]. I of course read this thread looking or more info, but it's clear now reflecting on the level great level of exposure this site (and my personal favorite Altcoin DeepOnion), which has also has a great very forthcoming community, much like here (but less noise there Wink )just how much knowledge I was able to gain here.

I spends some time on this bitcoin site https://news.bitcoin.com and bitcoin discussion thread on this forum to keep abreast with the latest or upcoming changes in bitcoin network, although all the technicalities involved was some how incomprehensible to me but I kept on learning with research I now understood most of it now.

You find every details here in this forum if you are quite an explorer everyone is talking about it if there's something new mostly in speculation section. And you can do a google research too if you read something that aren't something to believe with or false information. Some of the websites that i have known as legit are reddit and coindesk, i've known this website as top of the list when i do search on google. lol

Every other sources is often politicized, there you can read stuff as it happens.

I personally just follow Bitcointalk and the r/bitcoin subreddit. Usually anything noteworthy bubbles up on either site and I can do my own research from there. I guess the only "official" way to follow the developments of Bitcoin would be by joining the Bitcoin dev mailing list, but I think that's a bit of an overkill if you simply want to stay up-to-date.

Regarding lightning network I found this article series quite helpful:
