Wow that was new didn't knew they could blacklist certain Ip's but that's good.
they ought to be else spammers/scammers would be everywhere

But they ARE everywhere.

It only makes their lives a little more difficult, but the fee is not high and you always can take a trip to make new accounts, or pay someone to make them.

Or do the high security proxy stuff.

Rather than considering it as an IP, u should consider it as an IP range. I believe, most of the TOR nodes have points of evil.

All tor nodes have points of evil.

They are public, therefore in the evil list

It's not due to feedback, but due to getting banned I believe and then the IP associated with it gets evil points.

When you register, the IP that you used when you submitted the registration form is used to calculate your evilness. The more frequently this IP or its neighbors were banned, the more evil is associated with your account. The amount of evil associated with an IP decays slowly over time, but the amount of evil associated with an account does not. You must pay or be manually whitelisted to enable posting on one of these "banned" accounts.

Here are some stats:

Evil% new users
053
0-135
1-104.4
10-200.80
20-502.2
50-1001.3
100+2.9

Currently each unit of evil requires a payment of 4023 satoshi. You only need to pay something if you have 1 or more, though.

I have heard some people face problem creating a BitcoinTalk account because there are some Point of Evil associated with their IP. How does this get actually associated with an IP ? When an user from that IP gets -ve feedback or when he gets temporarily or permanently banned ?
