It only makes their lives a little more difficult, but the fee is not high and you always can take a trip to make new accounts, or pay someone to make them.

Or do the high security proxy stuff.

It's not due to feedback, but due to getting banned I believe and then the IP associated with it gets evil points.

I have heard some people face problem creating a BitcoinTalk account because there are some Point of Evil associated with their IP. How does this get actually associated with an IP ? When an user from that IP gets -ve feedback or when he gets temporarily or permanently banned ?
