Like making another bicycle  Grin
Too few really innovative currencies... and i think future will be with scrypt-jane (less heat, less temperature, scrypt asic proof etc) and even more complicated algorithms, maybe even also with BOINC implemented.
Gridcoin already using BOINC https://bitcointalksearch.org/topic/gridcoin-grc-first-coin-utilizing-boinc-official-thread-324118 But it's still not listed on any exchange.

Look at that, people are just too goddam clever.

Do you need a server to run the coin network permanently?
Not really if its just for lulz, your PC/laptop on 24/7 running the wallet will be enough if you get a static IP to give as an addnode=

The advantage of using a server is the 24/7 running and its static IP, you can then free your PC/laptop to do other things.

Is making a new currency something any noob can do, or does one need some skills first ?

If you take a look at this forum you'll probably see that it's not very hard  Grin.

Do I just get the litecoin code, swap out a few bits for my new branding, and run it ? Is it that noob-easy ?
There must be a how-to somewhere ?

That sounds like clever stuff, and I hope someone does make a currency/BOINC thing. Right now someone is already working on this, I feel it.
