But it depends on the size on the transaction.

I keep a statistic handy of my transactions. The average, over the last 12 months, is 42 minutes. Not sure if it helps you - but here you go Cheesy

On a perosnal note: I don't think the fee is a good way to go about this - small transactions, and they do happen and will happen if BTC rises, are left out in the cold.

In my experience, it rarely lasted more than several blocks for a standard transaction with a 0.0005 fee.

Most of the time, it is included in the first new block, i.e. it takes 10 minutes in average.

Sending a transaction without fee is another story: I sometimes had to wait several days -- or transactions were just removed from the miners' pools, in which case you have to rebroadcast it. Other criteria enter into account for the miners to include your transaction in a block thouh, such as the transaction amount.
