Surely there are many such as Coinbase, Cryptopay and many others. But all depends upon in which region you live. Being Asian you can't expect buying bitcoin with USD as your bank will not support it.
In case of Payza they allow depositing USD with any currency balance via Credit Card. I don't think there is any other similar service.

I know that some people are exchanging BTC to USD by using PayPal secretly. I personally don't like to do that because of legitimacy reason.

The trick is to trade with individuals instead of services. If the service is known then most likely PayPal or Payoneer will know about it while If you are trading with someone and he send you the funds as gift/family then It should appear as a normal transaction as long as he don't leave any notes mentioning bitcoin. I also used Virwox using my PayPal personally and I don't remember facing any issues. As for the payment services, I believe both Skrill and Neteller have no problem because they are actually allowing deposits of bitcoin.
