I would pay roughly $20 for it if I was gonna buy it but not really something I would buy.

I'd give 60$ if i was interested in buying painting for someone as gift. But i guess you can put it on auction maybe on Ebay or something.
You want an art dealer to bet on your wife's painting and show them everywhere it matters or you want the art to be seen as much as possible by your own means

$5 is to low as a price.If you don't like the painting at least you should appreciate the work and the time spend to create it.I think its matter of the persons appreciation of art, like you mentioned.
Atleast he/she threw an offer, it may not be a good one, but still an offer. They may not like it, but who cares the person got a ton of offers already at idea price range.

Erm is the painting 18cm by 18cm cos that would be small !

It depends on which gallery you sell it in. There is a market for this size with this genre, but I would say you can't go too high with 18x18. If you are well known in your community, you can sell it above $150. If not, should aim for $100 and I would personally never go lower than $40.
I like this painting but I've got no idea how much it can be worth. What do I know is that the value of painting can be much much higher if the author is dead. Not that I'm suggesting anything here
If you find someone who really likes it you may get much more. The thing with art is that the price range can be enormous. A simple sketch can be worth $100000, while a large painting, that took a month to make can go for $500.
It depends really. For someone this painting could be worth almost nothing. For someone else a lot. It is some unknown painting to be honest, and it is worth less than copy of famous artist you can buy at Ikea.
Maybe from $50 to $150. It depends on the person really, everyone can discern something different than other do.
Don't really see it being worth more than 50$, but what do I know, I'm not really much into paintings.
