Because they had them before the security problems. They were apparently exploited by changing/uploading avatars so they were disabled from doing so.
why have other member use avata good?
Bummer on the no avatars. Always like to "spice" things up with something fun on forums.

I cannot put yourself an avatar picture. The avatar pictures are only from oldschool members from the past. I hearth about some rumors of getting back the avatars, but not sure if that is true or not.

You can't. Changing avatars is currently not possible. It was disabled due to a security breach.
