there are several ways to attract new investors, you can do it right here in the forum or other forums (like reddit) or you can promote yourself in the social media and campaign, there are also the project conferences and ICOs meetups to meet new people and promising investors

Yes and before approach a VC's you need to have a real project, a real idea and a real plan to realize it. Because many of the ICO's around are just with the idea of collect big bucks without having whitepapers and even proper sites.

Are you interested only in online methods of attracting investors ? If no, I could advice you to visit the most important ICO conferences around the world and show up your project and meet investors and tell them about your idea.
When you get in touch with people in reality it’s easier to make them to believe in you and in your idea. But of course the expenditures would be high in that case.. but often it worths it..

But if you are looking for web solutions of searching investors , as above, you can visit “announcements” spread.
