People won't sell things for paypal or credit cards because they are reversible, specially for newbies. And I don't know if the codes are reversible too.
And there is a huge gap between btc-e and other exchanges, more than $70 comparated to Huobi, if you don't plan to buy dust then wire transfer still may be lucrative, even with all the fees

I have this payment options: credit card, bank transfer (but its long and with big fees
), PayPal.
How i can buy btc-e usd codes without or with very small fees?
They accept bank transfers but have 20 usd min fee. Its too big for me... Unichange.me have the same fees... So where and how i can buy usd on btc-e.com without fees?
