Sorry to say, but if this is your question the best option is not to create coin at all! If you need to hire a dev for the coin most likely your idea is not that unique.
But anyways, I know that there are some devs for hire. I think that there is a subforum for these kind of questions (at least there was such a subforum).

There's no one price,you have to strike up a deal,you can check the service and the market section there are three coin market there,you can check their prices and their packages,their prices are varied but you have to ask of their after support deal so you'll not get lost when something happen along the way..

One dev won't do much. There was already thousands of diffirent coins, only few succeed a little bit
While creating any of new altcoin there must have some promising concept. Which can be used in decentralized form. If such coin will be made and if investors think to invest in your project then you can build own cryptocoin. But before that have to publish whitepapers and Roadmap of particular altcoin along with algorithm and many more things as, how coins will be developed by mining (PoW) or Staking (PoS).
Because most of premined projects have already gone out of market even coins have become shitcoin.
