and how they can add balance to Vcc
Neteller doesnt accept bitcoin till now, but I think they will soon. You need to verify your ID though, if you want a vcc with a fixed balance(non reloadable) just order a VISA or MASTERCARD giftcard from any creditcard provider. (In Europe it is mainly Paylife)which I seek to create cards to sell vcc to verify paypal and I can be recharged
