Best advice possible, If you're interested in the success of your project you need trustful individuals built on physical relationship.
This is the best advice a person can give you. You have to trust the parties that work with them, especially in terms of investment. To gain this trust, there must be real communication between you and the rest of the participants.
You can create a successful project first by finding people who are interested in the field you are running, but your goal should not be as profitable as this forum was in the early days.

Looking for partnership on the web is hard if you want to establish this exchange of yours. But if you can give more details about your company and things are seem to be interesting on your part.

Angel investors will come to you. About legality, you should seek this personally to a lawyer and let them handle things related to it. I've seen those offers that they can do it all for you but it's better if you're going to be hands on building up your company.

Post this on Project Development, you may get more attention there.

If you could afford to travel and to pay for tickets(which I assume you do, because running a successful exchange is going to need a lot of money), then I don't think it will be hard at all. You could contact them online, but I doubt they would even pay attention to your messages. Meeting people in person is definitely the way to go.
Yes, it needs a lot of money to use it to pay the website developer, website creator and for running the successfully but there will be a problem that you'll have here in this forum (bitcointalk.org) like you won't be trusted as business partner because your rank is newbie and you also don't have a reputation in this forum which finding a business partner here will be very hard to find but you'll get an answers here on how to find a business partner. In my opinion, to find a business partner you must tell him/her about the business you have planned and also do tell that person your reason why do you need a partner in your business. You should also tell him/her the benefits that your partner can benefit like earning good profit something like that. It's the same as introducing yourself to someone you don't even know and getting know each other.

Best advice possible, If you're interested in the success of your project you need trustful individuals built on physical relationship. Depending on online forums like bitcointalk or social media platforms, will only get you those interested in the profit side of the business instead of those who'll buy into the ideas of the project. You need individuals who'll stand by the project even in hard times, who're willing to scarifies their time into building the project from scratch not those you just hired because that's exactly what you'll be doing by looking through the service board or any other services displaying platforms.

Even though you do hire professional from online sources, try to make physical contact/relationship with them it help in trust building. And makes it easier to access the individuals communication/relationship skills which help to bring about a productive relationship in the work environment aka teamwork.
