I suggest you try the Ninjastic.space search engine. You can filter the results to only a specific board and put -"Re" in the "Post Title" search field so that you list only topics and not replies.

For example:
https://ninjastic.space/search?board=159&title=-Re

If you are asking to be notified if ever there is a new project announcement then all you need to do is to go to that board and click notify. A news feed will be sent to your email whenever a new project announcement is posted on that board.

Or if you asking about the announcement thread's new post then you can click the watch option of the thread you are following.
