Nope, Theymos is the only one with the power to remove trust ratings, however I don't know of a single case where he has. Negative feedback isn't a big deal if the person leaving the feedback doesn't have any proof or grounds for the negative feedback, most people will just disregard it.

The scammer tag is no longer given out, because it was solely up for Theymos to decide, and he required more than outstanding evidence to actually issue the tag. Its easier for everyone to just have a personal feedback system in which you can learn about a potential scammer in fewer than the 6 month process to issue a scammer tag.
Technically I think they are still given out today, but only to much larger scale scammers, and again, with evidence that leaves not a doubt.
I always follow the "ratings", read the References and make a decision. Plenty of people I don't like for whatever reasons that I would still do and have done business with.
This is exactly how it is supposed to work. The numbers don't mean anything, the entire system is supposed to be a reference, not an all mighty judge of trustworthiness. If you see positive feedback left from people you trust, then that should mean something to you. If you see feedback left from someone you have never heard of, or don't respect their judgement, its business as usual.
