Are business inquires also to be submitted through PM ? That does not sound very logical to me.
No one's gonna do business with a robot.
So to humanize the process I think reaching out to the admins through PM and posts is the best way. You just have to make sense with your proposal and not be overbearing or overzealous. At least, not sound stupid.

You can start with a pm if it is something important related to forum.
If you have issues like want to report posts or members, there are already tools integrated on the forum for that. To get best suggestion, you should add details regarding what proposal you have.
