the numbers show that there are fewer and fewer crimes being committed, while the middle class/poor segment of the population are growing. it's probably due to this:

Police recording devices are not meant to "police" the police... they are meant to record activities that could later be questioned in court. 

Most of an officer's shift is mundane... it is only a few precious minutes that need to be recorded to prove that a person was drunk or violent.

If you want to combat police corruption, you will need another tool.   Undecided
