You can have signature but to participate in campaign you need to meet the requirements, sometimes it is possible for newbie to join one but you need to look for one on forum.

Then newbies will be less effective advertisers, which would hopefully significantly reduce the incentive for low-content posts. but for so many campaign, they don't need newbie rank.

Signature can have everyone, even newbie. But to participate in the bounty campaigns (in most cases) are taken beginning with the rank of Jr.Member. According to the rank, the signature is small or large and colorful.
