I think this is more herculean. Penalty shootout in a football game is not always predictable and to want to know when it will be played in all the leagues seem difficult to achieve. Moreover, this a game whose outcome is most times not premeditated talk more of a penalty.

Also, the aspect where you said if you could get an alert to your phone on a penalty to be played is something someone should seek to understand what you intend to do on that. I know you want to bet on that but at the point where penalty shootout want to be played, can you still bet on it? will it still be available for stake? Or will the sportbook open it up for a bet just wetin the minutes it happened in the 18 yard box during normal play or after 90 minutes of play.

Even if bookies open odds for it to be staked, what time do we have to stake on it.

None of the applications support specific alerts for matches that will lead to penalty-shootout. I use many livescore applications such as Livescore, Sofascore, 777score and other applications, but I can't find the feature you mean. Indeed, the only way to find out which matches will go to the penalty round is to check it regularly. Indeed, there's no way for the case that @Oshosondy wants, now maybe we don't see that feature, but of course this will be a consideration that's likely to be implemented by livescore applications. I wonder, is this feature not implemented because of the short time frame for each penalty shot? it doesn't take long to execute the penalty and most likely the gambler doesn't have enough time for the bet to be accepted (we must also remember that it takes some time before the bet is accepted).
The problem with this is that,  we or the sport bookies won't know the match that will end in a penalty shootout because the end of the 90 minutes determine everything and that is how the game is wired to function,  and having a table with penalties line up for gamblers to make selections from and bet on may not be popular or even available at all because there is not system that can bring them all in one time and place since various matches ends and different time,  many of them will not even have the need to go into penalty unless is the quarter-finals of the leagues,  but in friendly matches, there is nothing like draw and maybe that is the reason why sport bets sites don't pay much attention to that aspect of it.

So far, from my experience in sports betting, I have never once chosen or used a penalty shootout odd because it is difficult to determine or predict.
I have gone for it like 5 times before and I won all. I won all because I do not just go for it, since many years that I have been gambling, just 5 times is low and likely the reason. If it is frequent, it can be what can start losses. I will not advice that to be done frequently.

In such a situation, we can predict penalty if an attacker is moving too fast into the 18-yard box, but the defenders always slide to intercept the ball. There'll be a high chance of a penalty shootout in the game. Reading further, the context of the thread changed, where you only wish to watch live penalties in every soccer game around the globe. Switching from one game to another doesn't seem enjoyable to me. Thinking of a better way to achieve that, is by staying active on social media platforms where football games are analyzed. Yet someday, in all games played that very day, there wouldn't be any penalty shoot-out, . It's better to watch a documentary of penalty shootouts on YouTube channels, as what you want can be very stressful. I do not know how I can track all leagues that are playing penalty to just have fun sometimes. The only time I know about penalties is when I am checking the in-play, you may know some clubs that are about to play penalties.

I want to gamble more on penalties these days to know how fun it can be, but I need a way I can know all clubs that are about to play penalties. Something like an indicator, so that I will not miss any about-to-be-played penalty. Is their any site I can use to know this. A site that can indicate that a penalty is about to be played in a match and in a way it will be very obvious and know it. Or in a way it can send notification to my phone that penalty is about to be played.

After understanding everything, it became little difficult for me to really give response according to what you want because in the last sentence you want penalty in any form, not just after 90 minutes of the match is over.
But who would have known that each team match could have penalty because violation in the penalty box is definitely something that no team wants to commit.
This question is what makes me confused and of course, no matter how good gambler is at having knowledge about all the football teams and all their players, it is also impossible to really know whether there is penalty or not.

If you only make penalty predictions on the final result or after the match has finished 90 minutes, it will be easier because if the match brings together two team that are tied, the chances of penalty shootout will definitely be greater.
And of course choosing bet on the penalty shootout odd is not an easy matter because you will probably lose more often, but if it just for fun then go for it.
