The only two things I'd add are;
1. Having an active blog. Getting press releases published in popular news outlets gives a lot of exposure, but don't underestimate the power of an active Medium blog. It can drive a lot of attention, and help create a strong community of followers.
2. Making partnerships. Through partnerships, you can tap into the audience of other already existing companies. So the better you are at finding ways to create mutually beneficial partnerships, the stronger your project will stand, and the more attention it will get.

Social media channels
Social networks are commonly underestimated, though being efficient tools for creating a community. Consider hiring one or several dedicated community managers who will create and post content on a project’s behalf. Facebook, Twitter, LinkedIn, and even Instagram are all noteworthy platform for your ICO’s social presence.

Group chats
Almost every ICO hosts a group chat in Telegram, Slack or Discord. Their main purpose is direct communication with the community, receiving feedback, and making announcements. Some contests may also increase the engagement of group members.

Press releases
