I think that this could work better with your own blockchain. And whoever has coins on his address will get airdropped "love" or whatever tokens.
This way you don't need other means to differentiate those who want to get "love" tokens and who don't. Maybe you can clone Waves altcoin for this, I remember that token creation was very easy there.

There are plenty of tutorial, website or software to create token easily though. Usually you just need to,
1. Use MetaMask wallet
2. Copy code and edit name/supply of the token
3. Click run/execute

I have the same question ...?Now any student comes in, reads how tokens are created, creates a website and rivets his acquaintances on the site, as if a team that is moving a new project.
A bunch of hunters will promote it, and in the end a scam ... !!!!
It's trade-off of decentralized system, the only thing that could stop scam/bad token is cost to create the token. What we could do is warn investor/hunter to perform proper research, which usually ignored by them.
