i agree with you mate marketing is the way to promote the ICO, example signature campaign, twitter and facebook campaign are the best way to advertise your project, its call commercial advertisement strategies or the marketing strategy.

I think PR means lots. As OP stated forbes and reddit are good places to begin with. But the most important things is creating nice asset or potential product. Even if everything is great there are lot other alternatives then I can compare. You should always develop good. PR is after it.
If you have tangible proof of your product/service, then, marketing will just follow.
Too hard to sell something that you don't even have the alpha prototype.
At least show something to the community that you've got something under your sleeves.

There are so many ways for a certain project to market an upcoming ICO. Publication is one major thing. This is a formal way to reach out to possible investors. Remember that financial investors are reading Forbes for example. Aside from that, having a bounty campaign here is also helpful. Making roadshows and talks about the upcoming ICO is also a good strategy.
