The easiest way to OC them is by using AMD Wattman or MSI Afterburner (works for any card not just MSI). Increase the memory clock, it can usually go up 200-250Mhz with no problem and no voltage increase required. You could also overlock the GPU core little my little, if the card crashes it's not a problem, don't panic, it will just restore to previous settings.
If you want to risk your warranty you can replace the 2000Mhz memory straps (in BIOS) with the 1500 Mhz straps. You should research more on this topic though and check out what can be done with your particular cards and what can not be done. Overall, you can fairly easy get 50+ Mh/s for 2 RX 470.
