Go to file > new/restore on the new computer, enter a meaningful filename and click ok. Then choose "standard wallet" and then "I already have a seed". Enter your seed to restore your wallet.

Since you have been phished, make sure that you download the wallet from the official source by verifying the signature while ensuring that the operating system is secure and not physically accessible.
Why not buy a hardware wallet, it is not expensive and you can use it without worries.

I have 2 computers and one has an older version of electrum that I actually got phished on and lost coins.

OK, so the main wallet is still safe. Good. Before acting at all, you should start by checking if the coins weren't already moved away by the hacker.
In the main wallet do 2 things:

0. This is a safety measure. If you didn't do this, please copy the seed of the main (newer) wallet onto a piece of paper.
1. Open it as usual, get an address (receive tab, new address)
2. In this wallet do File->New/Restore, name it like OLD BAD WALLET so you know not to use it normally
3. From the old computer - it doesn't matter it doesn't connect - get the seed (bottom-right, there's a seed button) and use it for restoring on the new computer [continue what you started at step 2]
4. From this restored old bad wallet send the funds to the address from step 1 and you're done. (Always double check addresses when sending).

If at starting Electrum you get into this "old bad wallet", don't worry, use File->Recently Open and get the other wallet (possibly default_wallet). And if it doesn't work, you still have your seed so you should be fine.

When you say that you got phished, what exactly happened? Did Electrum at one point display a pop-up that instructed you to update your software, you clicked on a phishing link, and downloaded a fake Electrum app? Or did you manually search for and download a fake version of Electrum from the internet?

If your coins were sent to a fake wallet, there is a chance that they have already been moved to another address. Incoming transactions on some of those fake Electrum apps are often sent to the hacker's address upon confirmation  You can check if the address you sent them to still holds the funds or not on a block explorer.

If you installed an unknown software, your computer might be compromised. Besides installing a legit version of Electrum, you might want to consider reinstalling your OS to be 100% certain that your PC is not infected with any malware that might have come together with that fake app.

-snip- Anyway, I was receiving coins and accidently had them sent to an address in the wallet I had been phished on with the older version of electrum.  I have my seed written down and need to open that old wallet in the newer version of electrum because in the older version It says "not connected" to network and it wont let me connect.  How do I open that wallet in the version of electrum I have on my 2nd computer?  If anyone can help, please do.
Normally, you'd copy the wallet file from %appdata%/electrum/wallets and paste it to the same directory of the new Electrum.
The you can open it with the menu "File->Open". That's to preserve the wallet data that the seed phrase can't restore.

However, you said that you've been phished in that wallet so, it's safe not to import anything from that wallet.
Let's just hope that the hacker didn't stored your seed/keys and haven't stolen the newly sent coins.

Just go to make a new wallet on the new computer and select the option "I already have a seed" when it comes up and you should be able to make your new wallet from what you have written down (if you wrote it correctly).

If you haven't already made a wallet on the other computer, you can restore a wallet straight away you don't have to make a new one (you might want to make a new one if you were successfully phished though and are confident moving funds).

You can upgrade the wallet to a new version (version 4.1.5), do not click on any pop-up, it can also be a phishing link. Or better to newly download the Electrum from https://electrum.org and make sure you verify its signature. Import the seed phrase and send all the coins to another wallet address (new wallet that is safe, secure and not compromised on a safe and uncompromised device) if the received coins are still found on the old wallet.
