If I have 0.27897894 BTC on my Electrum wallet, and I want to send 0.07897894 BTC to my friend, how to make my remaining balance exactly to be 0.2 BTC on my wallet?,

because I don't know exactly how to set fee. I want set fee including to what I want to send (0.07897894).

I just want to hold 0.2 BTC exactly
There is no method to send your bitcoin includes transaction fee, and have an exact number of bitcoin left in your wallet. You can do it like this, as an alternative solution.

Assume now you have 0.27897894 BTC, and you want to have 0.2 BTC left, you can do it by sending 0.2 BTC to another address in your wallet. This transaction will cost you transaction fee, it's on chain.

A second transaction will be made with left amount like 0.27897894 BTC - 0.2 BTC - on-chain transaction fee to your friend. I am sure the amount received by your friend will be smaller than 0.07897894 BTC because you will have to pay on-chain transaction fees two times.

The easiest way is to use the "pay to many" feature, and use one of your addresses for the first payment, and your friend's address as the second payment to receive the remainder.

Example:

Code:
bc1q Your Receiving Address Here, 0.2
bc1q Your Friend's Address Here, !

In the example above your address will receive 0.2BTC, and by using an exclamation point after your friend's address you are indicating that it will receive all the bitcoin remaining in the wallet, minus the transaction fee.  Use a comma after the address, and follow with the amount you want that address to receive.

The "Pay to Many" feature can be enabled by clicking on the tool icon in the upper right corner of the Send tab.

You can use https://mempool.space/ to check for the exact fee that will be used to send 0.07897895, after that, you subtract it from 0.07897894 and make the transaction. You can use the fee slider to adjust the fee.
