Ok in case anyone else has a similar problem, I found a great site http://cryptomining-blog.com/tag/windforce-repair-fans/ that describes how to dismantle and clean these fans.  I got the fan out and managed to totally dissemble it without breaking it.  Cleaned it up with WD40 (far from ideal but the only stuff I had on hand), reassembled it and the fan spins like new now!

All the other fans are working but gummed up with dust and don't spin freely so I have another 23 fans to fix.  While I'm at it, I will replace the heatsink compound and use a much better lubricant.  Hopefully then they will be good for at least another 6 months.

I think the internals of most GPU fans are similar so the same procedure might apply to many different cards.

i bought some arctic gpu tuning fans they are a little pricy but compared to original cooler from gigybyte its a super upgrade crads are very cool and quiet gigybyte fans are absolut crap i have 20 gigabyte cards 10 have issus with fans i think the ball bearing is crap ansd the plastic melts...

Thanks for that!  I did manage to get the fan out and it's a pretty generic type used on a lot of cards PLD08010S12HH  The problem now is trying to find one that has a connector identical to the gigabyte 4 pin connector.  I don't know if all 4 pin GPU fan connectors are wired the same way and of course 4 pin connectors may not be physically compatible.

The other problem is that there doesn't seem to be any way to remove the plastic shroud the fans are mounted on.  There are 2 screws that cannot be accessed unless maybe with a very small short right angle screw driver.  The middle fan (faulty) I can get out and in but I imagine all 3 fans on all 8 gpus will likely be failing soon and I'm not sanguine about being to remove all of them.  Damn gigabyte makes fan replacement unnecessarily difficult!

I'm using PWM (because of warranty is over) and take power consumption from a motherboard. I feel this method good enough for reducing heat and replace a fan. I hope this method can a bit help you.

You cant replace orginal fans in gigabyte 1070.Better edit intensity - i 1-20 .

I built my first rig just before a long hot summer and now the summer is drawing to a close the fans are starting to die.  I've been looking around and I can't find any part numbers or sources of replacement fans.  Each card has 3 fans and I measure them as being about 75mm but I don't know what kind of connector is used. Nor can I find any instructions on how to remove the and replace the fans.  I'm hoping someone here can point me in the right direction.
