In Electrum closing it and restarting will make it synchronize again and showing all your transactions and everything. I hope you are not confusing it with Multibit HD as that is where you can do a rescan to repair the wallet. If you have problems with the fees and you have your transactions unconfirmed use the Viabtc accelerator website in order to try to confirm your transaction/s in a timely fashion.

For Electrum, rescanning the client will just repopulate the client with all the transactions associated with it, confirmed or unconfirmed. If you want the transaction to be removed from your client, doing so won't work.

If you want to repopulate your transaction however, click the green dot at the bottom right corner, uncheck select a server automatically and select another server.
