I understand you need to use a computer that's never going to be connected to the internet for running MEW offline and locally. Never been able to try this out as I do not have a spare computer to serve that purpose at the moment.
Its better to spend some bucks on buying an hardware wallet for storing the crypto currencies offline other than buying a separate compute for the storage of crypto currencies in MEW even though in offline method you still need internet when we want to create transactions.

I really don't it's useful because even if someone sends a transaction to your wallet, the balance will still never update because the wallet is not connected to the internet. I think it is just like your holding a paper wallet.
In my opinion, It still a good option to just store a private key open it on an online wallet rather than installing an offline wallet.

Note: Wallet Installed in PC is good to avoid misleading or phishing sites.
But there are only few wallets that accepts many altcoins, its myetherwallet or metamask the most that is good for placing our Alts in a wallet, though it will be good if there is an app for myetherwallet now.

I think you won't be needing a spare one as this offline MEW is still accessible any where.
Why don't we just use metamask rather than this? I mean it's more secured than using offline since you're still accessing your private keys. And it's more convenient to use as its also now available in mobile version.

How To Run MyEtherWallet Offline and Locally

For increased security, you can run MyEtherWallet on your computer instead of from the GitHub servers. The computer should have no internet connection. You can generate a wallet completely offline and send transactions from the "Send Offline" page.

You should read the manual, use offline but you still need a computer connected to the internet to push transactions to the network to confirm!
Yes. But, it usually used to generate a wallet and send offline as the general purpose of MyEtherWallet offline. The transaction will be pushed once you connected to the internet *CMIIW*
