That article only explains how to get an EOS wallet on a computer and doesn't say anything about getting for smartphones.
I personally use Eoslynx on android getting an EOS wallet from there is as simple as creating an Eth wallet, there are many other apps that can be used to get an Eos wallet e.g Imtoken.
