If he's from the US then there's really few options but to comply on what's being asked by PayPal. Because he might even have problem moving his funds there to another one.

I think one is to have that money from his PayPal moved to his bank account and withdraw that from there and look for an OTC market and have that funds deposited on your wallet.

Another option is after withdrawing money from his PayPal -> bank account is to look for people that's willing to do a P2P deal.

Hi buddy, You seem like a newborn in the market as a bro you can go for the P2P transaction which is the most preferred way of trade in the crypto market for the privacy aspect. If you want to ensure the fund's security and feel safer with the centralized platform than bro there are some top-tier exchanges offering the Paypal transaction to buy crypto but few of them may offer without KYC trade, still, I would like to prefer the P2P trade.

Note that moving on another exchange does not make their tax responsibilities go away.

However, as mentioned, buying bitcoin with fiat should be tax free in the US. Furthermore, let's say the friend has sucessfully bought the BTC's, for what purpose are they giving it to you? if it's a gift, it should also be tax-free. If they're exchanging something like an item for the BTC's, that could be a taxable situation.

I don't think you can. No matter what happens, if you use PayPal, there's already a KYC part, IIRC. So maybe he needs to find P2P that could convert his money into crypto, specifically BTC, then transfer it to you. Knowing that he is from the USA, that will even be more strict AFAIK.
He already used PayPal and in order to open an account on it, an ID and selfie or KYC in short might be required, so he shouldn't be scared anymore to do another KYC if in case it will be asked again. But I see that the reason why they don't want it is because they want to avoid being taxed. It's not a good idea to evade it. It's illegal. So it's better to just comply with the law.

Your suggestion there is still great if in case he want to continue. There might be P2P sites who accept this kind of deal and then there is also a section in our forum for these matters. The OP can hire an escrow if he ain't dealing with the respected members of the forum.

I understand the story like OP and his friend want to make a trade. OP has bitcoin and his friend has $ and they find a platform to do that trade, assume I did not misunderstand the story.

Buying and selling bitcoin through Bitcoin ATMs will cost very expensive fee like 15%. If they can have other choice to complete the deal, Bitcoin ATM would not be in the list.

What tax are you referring to? I don't know if this article[1] is no longer relevant to the new regulation, it just explains that buying crypto and paypal is tax-free. Crypto transfers are also free, except transferring bitcoins to a different external wallet counts as spending crypto.

At first for your friend to smoothly use that PayPal to buy bitcoin he or she needs to verify the account before he would be allowed to buy bitcoin through PayPal, then for you as the receiver you don't need a kyc for your wallet all less he is sending your bitcoin into exchange account which you need to be kyc verified before withdrawing your funds.

Your friend can simply buy Bitcoin on PayPal and send that to your non custodian wallet.

You do not have to complete KYC to be able to create a wallet to receive bitcoins and yoh friend already has an account on PayPal.
