Ok I have figured it out, and Steem is pretty neat I must say!

Instead of creating a paper wallet, I just created account on Steemit.com

Then followed this guide to withdraw steem from poloniex to Steemit:

I generated a Steem paper wallet using https://altexplorer.xyz/steempaperwallet.html

If I am going to receive Steem, which values do I put for the withdrawal:
Address:
Memo:

Is it the Public keys for both the Address and the Memo?

In order to send Steem or SBD you should specify account name. You can't use public address for it. Account name should be registered in blockchain and have all public keys, so Steem can't have paper wallet service. For user simplicity Steem encrypt all account private keys (Memo, Posting, Active, Owner - https://steemit.com/steemit-guides/@pfunk/a-user-s-guide-to-the-different-steem-keys-or-passwords) into password https://steemit.com/steemhelp/@dantheman/get-your-private-key-from-your-steemit

https://altexplorer.xyz/steempaperwallet.html just decrypt and show these private keys for specific username and password. Anyway I think it's not good idea to give 3rd party service your Steem username and password, if you need - you can view your private keys at Steemit in Wallet -> Permissions page.

Answer: Address is your username, and memo is the Public address.
