Since it takes up to 14 days to download a 700GB+ Bitcoin node, a desktop or laptop needs to be kept on for around 14 days.  So anyone can be given 14 merit to complete it because it is not a very easy task.
  • You must have at least 30 activity and 50 posts to participate.
  • "Brand New" rank accounts are not allowed to particpate.
And because of these two rules here.  No one can participate in this challenge immediately by creating a new account.  Because completing 50 posts is very time consuming

And with NotATether's node receive incoming connection, there may be problem where participant can't connect due to too many other node connect to NotATether's node.

  • how to know with Blockchaininfo code what % of nodes are downloaded because I can't find the progress rate in the coding
  • Another question is if someone participates here with multiple accounts, how can it be understood? Is it possible with any tools or application through Blockchaininfo's coding to see if the node is running multiple times through the same device for multiple accounts ? and which this tools or application ?Because there are rules that it is forbidden to participate with multiple accounts
  • Do not enroll alt accounts.
You have asked an excellent question in this mission which was initially given screenshots of the participation but from these also it has been seen that many have taken merit by using alternate accounts. Yes, show that their cheats are very easy to spot. But those who will take merit using this code should check if there is any way to verify these codes. I haven't seen a good answer to this so far. Good question, and you'll probably get better visibility to those who can answer this if you've posted this in "Bitcoin Technical Support" with a title about Bitcoin Core since you're talking about the said command.

Now to answer that:
Those results from blockchaininfo command or screenshot in the GUI can be straight up edited by the user, so it's really exploitable.

What he (NotATether) can do to check if it's really synced is to require those participants to include his node to their peer with addnode config/command. (this require NotATether's node to be discoverable)
If successfully connected, he should be able to see the users IP Address in getpeerinfo command (that may be included as requirement via PM for privacy, update if the IP changed)
In that command, he should be able to see if the node is synced or not in "synced_blocks" result amongst other important info.

The exploit left here is the user can still close the node, get a different IP from his ISP, start the node and pass the result and new IP as another user (to be done everyday).
Requiring the user to keep the connection for 14 days may be a bit too much of a requirement.

If what I understand is correct, then you are trying to find out the number of full nodes that are working now and measure the percentage of increase in them? In general, it is not possible to know the total number of Bitcoin nodes, but you can know the Listening nodes[1][2] and you will find a difference in the number.

If learning something new means 14 Merits, I have no problem, but I hope it is not misused to create armies of accounts. In general, these farms can be easily tracked.

What do you mean by coding?
Are you talking about the result after using getblockchaininfo on the Bitcoin core console.

I don't know if you can get or know the percentage of your current node syncing process but you should check the "blocks" that's the blocks that currently downloaded of your node.
Also, notice about initialblockdownload because if its true the node still syncing if false then it is fully synced.

About the 2nd question I don't have any idea how he knows if the users have multiple nodes and accounts but I think he would use time, median time and size on disk as a reference to know if you are using unique device, time and size. That's just my thought.
