Howeycoins is bitcointalk only token, it's simply a different way of telling everybody that 99% of ICOs are scam. i don't get where you got the CIA and the SEC things from.

But out of curiosity, I do not know if it was explained in the original topic, but Howey Test is a method to determine if a transaction between two parties is considered an investment contract. As far as I know HoweyCoins ANN thread announced by theymos. But just now noticed from patrol there is new ANN thread announced by coincorp (Archived).
coincorp is a brand new account. I can't see any embedded link on the thread as well.
