these arent reloadable. You can use any name, as there is no exact name on the card.
I dont know what you mean with refund, like chargebacks?! I dont think so, but you can try contacting the support team of the card and see

I tried replying ages ago but it seems my reply didnt go through...

Not chargebacks, as in gaming refunds (deposit to gambling site, win, withdraw)

It prob wouldnt work if they cant be topped up though in my experience

I do not have VCC with 25 cents. But there are some cards I used already and has somr cents left. You can verify with them too!

Yes they are, but sometimes, only if you want to chargeback a transaction, Paypal asks you to send them a photo of the card. Which isnt possible, because they arent real cards
