Bitcointalk.org uses Simple Machines as its forum software while Bitcointa.lk uses something called XenForo (which I've never heard of before). This one looks a bit retro while the other one looks more Web 2.0 design-wise. There's nothing wrong with SM though I personally prefer vBulletin despite the cost.
if you are interested about what Mods think about bitcointa.lk you should read an old thread of mine...

What is the purpose of this forum? I dont think it should be allowed especially if you cant delete posts.

heh ... this is an example how you can very easy say something that you didn't want to say and yes -- I hope it will looks better than bitcointa.lk and I must say if layout will stay same as it is now - I don't mind.

I Like more the original bitcointalk style, it seems more readable and tidy, the other one seems a downgrade, not an upgrade.

What are Bitcointa.lk's advantages, other than a different GUI?
It offers a backup to the posts. Even if bitcointalk is down, you can check the posts on bitcointa.lk.
However, IIRC, it only captures your posts when you make it, but not when you modify it.
