Contrary to what you just said, developed nations are not only concerned about your human capital development, they are also interested in infrastructural development, because they both go hand in hand, they don't do one and leave the other.

Also you talked about infrastructural development in Africa, the truth is that, there are only handful of countries in Africa that have a good standard of that sort of devolvement. However an Ideal society should able to have both infrastructural and human capital development fused together.

Physical development cannot be compared to Human capacity development as it is by far much more better than physical structure development. When there are well  equipped men in a society physical development will certainly come and will be well managed by the people.
without a proper human support, the society would not progress forward there would be no brains to plan and execute the plans and there will also be no one to use these infrastructure for it to really reach its maximum potential both are important but they should start always first with developing human capacity and productivity

If you invest in physical projects without developing human capital, you will end up having the physical projects that you set up destroyed or abused because the citizens around in the country, are not mentally up to the level to use this physical facilities properly.

Investment in human capital development beats the investment in physical projects. If the government of a country decides to focus on human capital development, they have done half of the work in developing the economy.

there are some industries where the technology/techniques require updating/upgrading/regular training where the tasks change rapidly. thus the workers need continual training to update their knowledge to survive and thrive in employment...

however there are some industries where the technique is long standing and doesnt change much and just needs to be taught once at the start of someones lengthy career

the amount of jobs that are lifetime career based is on the decline. not just of the traditional technique roles, but surprisingly that of the evolving tech especially.. many employers do not do one project then send their employees on a 1 year uni course to upgrade their skills and then use those skills of their employee to keep them employed long term(career). they instead hire technology staff on temporary contracts and simply fire them at the end of one project and then hire a fresh out of uni set of employees that are already skilled up to do the next project, without the employer having to cover any training expense

Both are important, and which one should be done first is also quite difficult to choose, if possible then both should be done simultaneously.
Human development is done without physical development, for example good school buildings or good roads to schools will also be difficult to do.
A leader who can do both simultaneously is an intelligent figure, but many countries do not have leaders like that so they end up having to choose and usually physical development is the main choice because its development is more visible  because they want to be called a successful leader.

i can't choose between the two because they are both integral parts of a successful economy human capital development will result in more productive people every individual is working and contributing something to the country but without infrastructure or physical development there would be less roads to use to go from their house to their jobs there will be less buildings and companies and places that will offer jobs so it goes hand in hand together and should be developed both at the same time

The world we find ourselves is fast changing so is our environment and even the way and manner that people think and not forgetting the the believe system that exists in society a lot of things are actually changing infact change is an inevitable part of life of recent I have been thinking and making some studies about society and what actually sustain development and the factors that actually stimulates sustainable development in society

Because I have seen that  there are development that takes place in a society that is not sustainable but fades away over time what I mean is between human capital development and construction of physical projects  development which is the best for the development of a society

Am asking this because of the societies that exists in the world that we find ourselves because the western world is more concerned about human capacity development over physical development which is charactarized by construction of roads, building of school structures and hospitals because over times I have compared and contrast that there is a big difference between the two systems because human capital development is more concerned about equipping individuals with the right mindset and mentality to produce and maintain development in his environment so that there can be sustainable development and growth rates over time

While some parts of the world especially the African countries is more concerned about physical development of projects which includes construction of roads building of schools without adequate human capital to sustain and manage these facilities so over time these projects become abandoned and T
the society is back to normal

I have come to the conclusion that for society to have a sustainable development government should be concerned about human capital development over physical development which is more concerned about physical projects that can't be sustain due to lack of adequate human resources that is needed to sustain these projects
Although, human capital development and physical development of project always goes together but human capital development is like the gateway to physical project development. When the right inform is inculcated to the mind of the people there will be rapid development in all sectors of our society.
Check every developed nations you will see that the mindset of the citizen is well develop than the mindset of the citciten in the developing nations

Human Capital Development is better than physical development of projects.

With human capital development your economy will thrive and your revenue as a nation or city will increase. People will want to work and there will be work available. And where there is no work available, they will create one. There will be no shortage of manpower.

In physical development of projects, it is just useless. You will have tall buildings that people can't live in they will be empty. The streets will be empty even when the roads are so good because people cannot avoid to buy cars etc. it is a way of resources.
