Not really. It's down to the forum user to assure that they are following the forums guidelines. If you have had replies deleted then that's your warning, and the text is quoted for you to work out why it has been deleted. If you can't work it out you can always politely ask a staff member via personal messages.

Not sure what you're trying to get at, but I'm assuming you've been banned, and you've had no answer back? If that's the case then the admins aren't required to answer you back. Staff members are basically volunteers, and haven't got a 24/7 customer service like businesses do.

No. Multiple accounts are allowed.

Again, not entirely sure what you're trying to say here. However, if a user is spamming or posting low quality replies they're usually deleted, and a automatic reply via personal messages will be sent telling you that the message has been deleted, and have the quoted text. That's the notification.
From the question of my point above, whether the forum is hard or good, the admin must serve the forum members well, if there are complaints, the admin must be ready to serve.
All forums that have members certainly have errors, but errors are often reminded and given an error message.
Admin and members are also people who never forget mistakes, everyone must have a mistake, but their mistakes can be solved with a cold heart.
I am a member, sending messages via email has not received a response from the admin, I think the admin is a very arrogant person, not serving Members with cold hearts, is this what the forum says?

Admins probably do forget mistakes. I mean we all do, however if you've broken a rule multiple times then of course they are going to take past offenses into consideration. I see you haven't received an email back; What is it that you are emailing about? A banned account?
My account was blocked once in a comment reply. But there is no notification, usually the error comment is deleted.
If you've lost a reply because of an error when posting you can find it in your
drafts. If you've been banned after posting one message it was likely for plagiarism which you're unlikely to get unbanned.
