If you're running bitcoin-qt you can go to help -> debug -> console and enter "settxfee " without quotes. This will set a fixed fee that you're willing to pay for your transactions. If for some reason that doesn't work you can import your wallet to blockchain.info where you can send each tx accompanied by a fee of your choosing.

 Sad It's been 9 months and I still have no way of getting my wallet balance out. I started a thread last August but still no help! See below:-

There really isn't any way to tell.  The system doesn't know what fees will be needed until it makes an attempt at the knapsack problem of selecting the transactions to redeem.

And yeah, there should maybe be a special case for emptying a wallet, but there isn't.
