I have 0.01742555 in my Bitcoin wallet. For some strange reason, when I tried to send 0.014518, it says I can only transfer 0.00709231  and the regular fee is set at 0.00930186. Can some please help me out solve this problem ...

NT: About 40% 0.01742555 in my wallet was earn from mining..
I just want to know that which wallet are you using since the fees are incredibly high which do really happen as of now on tx fee on sending bitcoin actually you can adjust it down but expect for the confirmation to be longer and incase you are stuck on slow confirmation transactions then use tx accelerator of via btc which it only process 100tx per hour that's why be sure to put the hash early or else wait for another hour.

That's the way it is right now for bitcoin transaction fees, if you can just hold it longer and wait for segwit to happen to solve this transaction fees crisis that is happening in bitcoin now then hold it.

I once sent $8 worth of BTC before with $2 tx's fees, that's 20% of tx's fees. It is really so frustrating nowadays but nothing we can do as of now it is either we tank it or convert some bitcoin to altcoins to send it faster and lesser fees.

try sending fees to manual set to .0015

yes probably it takes much longer, but you can wait, it will confirmed also.

Your best bet is HCP's suggestion. The network is actually at a very reasonable environment right now for you to try a low fee plus ViaBTC's accelerator.

One thought: if you're expecting a significant amount of coin (in one tx), you could send it to this wallet, and then attempt to send everything out. That could reduce the % of dust in your spend, improve your chances of a miner taking it.

I think the cost is too high, and it is very damaging to you.
Have you tried contacting the customer service?
This is not unusual.
From which mining do you start all that? I just heard of problems like this

Default fees won't be this much. This is too expensive for the amount you wish to get transacted. If your have the options to change fees for the transaction please reset to default. Most of the wallet has a default fees around 0.0008 to 0.0012 in online wallet.
Default fees will definitely be this much if the OPs transaction has a large number of inputs resulting in a large transaction size. The appropriateness of a transaction fee is not (and should not be) determined by the "total" value being used. Fees should be considered in terms of sats/byte or btc/kB. This is how miners look at the fee.

From the screenshots, it looks like blockchain.info wallet on a mobile phone... Like the desktop browser version of the wallet, it allows for a "custom fee" to be used. It is set in sats/byte. So you can specify exactly what you want to use for a fee rate.

I am about 99.9% sure that the reason the OP is having such a large fee calculated is due to them receiving several transactions of small amounts of bitcoins from their mining activities. With current fee rates of ~300 sats/byte... every input to a transaction will require ~300 sats/byte * 148 bytes = 44,400 sats as a fee... so if you have 10 inputs, your fee is at least 444,000 sats... as I mentioned earlier, as your fee was around 715,000 sats, I would guess you have around 15 inputs in your transaction. Mostly likely as a result of accepting a bunch of "dust" sized transactions from mining.

NOTE: There is a danger that doing this will result in a transaction that ViaBTC won't accept (ie. if it includes any dust sized outputs) and your transaction may get stuck. Attempt this at your own risk.
My suggestion if you're wanting to reduce your fee, is set the custom fee to at least 10 sats/byte (i'd suggest 11+ sats/byte to account for any round errors) and then try and push your transaction using the ViaBTC TX Accelerator

Based on what you've said, I'm going to guess that the 40% of your balance from mining was received in several transactions of small amounts (less than 0.001). Given that current recommended fees are around 350 sats/byte... and the fee being asked for is 715110 sats... I'd guess that your transaction is somewhere around 2000 bytes (715110 / 350) and probably has like 10-15 inputs... or possibly more if your wallet is attempting to use a lower rate.

Depending on your wallet, you can try and set a manual/custom fee that is at least 10 sats/byte... and then attempt to use the ViaBTC TX Accelerator.

To prevent this occurring in the future, you should really stop receiving small amounts into your wallet. If possible, set the minimum payout of your mining to at least 0.01 if you can... definitely no less than 0.001.

You set up a transaction with a low fee and sent it, if you're lucky you'll get it cleared.

Yesterday, I got a transaction with 15 sat/byte confirmed made two days before, transaction backlog got really low, and some of my inputs were 2 years old or so, that helped for sure.

I haven't noticed that you memtioned the wallet that you are using, that could also explain a lot. There is something odd, such a high fee for not such big amount of coins you are sending, is this automaticaly set fee? Try to regulate and adjust the fee if your wallet has this options and then send again.

Mining payment is almost 27 usd. I have attached a screenshot of what happens when i try to send btc. The fee section, how does the custom fee work..

How many mining earning payments has your wallet had sent to it? The more payments it had sent to it the higher the fee will be to spend them all in one transaction.

You said "the regular fee is set at 0.00930186". Do you mean the fee is set at 0.00930186 Bitcoins, or 0.00930186 Bitcoins / KB?

Its too expensive I mean a higher fees at .009 btc. Its higher from the amount to being sent. I think you can manually set the fees, have you tried it? For example set it to 150,000 sats or .00150000 btc.
