It's would really be rare or not to often someone with your rank can be able to send messages across to another user well you just have to start contributing positively so as to rise in rank
These limitations in sending private message, posting and reporting were put in place to stop need from abusing them, up until they have gotten acquainted with how to properly use those features.
Some members restrict a certain rank from sending them a private message also.
And yes, copper member can lift most of the limitations on an account.

Most has already been answered above, but just to state that even if you have a Copper Membership, it does not guarantee being able to participate in specific campaigns. You will need to either see it explicitly stated by the campaign rules, or ask the Campaign Manager. Most campaigns do no explicitly say that they accept Copper Members per-se.Note: The correct term is Copper, not “Cropper”. The later means to fail badly at something …
Although some members has some restrictions in which they don't allow receiving messages from newbies but you can get them to remove it. Well you are a newbie you can always ask you question here as you just did and get needed reply just wait and organically rank up them you would have limited restrictions
When I send personal message to someone one time its successfuly done but after that when he replay me and I again throw another message then a problem occoured and tell me that buy a cropper membership. You already send a message within 1 hour. Now what can I do? Can I buy cropper membership? Is there any extra benefit for buying cropper memberhip? Cropper member can wear signature? Give me advise.

As TryNinja said you have to rank up to be allowed to post messages faster. If you are helpful and write constructive posts your rank up will happen in no time!
As a Newbie with 12 activity, you can only do an action (login, post, report...) every 6 minutes.
