accounts will not be deleted. you can keep it or just change the password like you say. or lock it via security question.
I believe locking the account would be the best option if he/she has no use of it anymore. Going through some of it's posts, it shows that he had PM conversations through that account and if it were to get into the hands if a hacker, they can use that as contact point. And abandoning the account could allow it to get compromised without notice.

after some research i found the answer:

account was not stolen or hacked but "only" lost. but it looks like all following processes worked as desired and the OP has his original account back.

It's not against the rules to have multiple accounts, so if you don't want to use it anymore, just change the password to something impossible to remember.
