Make sure you deal with trusted people, because you need to send western union first. I'd recommend having the person you buy from send the btc to an escrow so you know they have the coins and you can get them after sending the western union.

Money pak w scanned receipt is best way, or western union 
any history? the person giving you the btc is not the one needing a history as they can't back out of btc, you can easily reverse, for example, a paypal payment?
