What can this person possibly do with peoples btc adresses ? He is getting them and thinking he is scamming people just getting there adress. How does he think he is winning just getting adresses?
There are all sorts of possibilities. Fake escrow, unconfirmed transactions, maybe even a direct hack/exploit after finding out your IP address via Skype.

Since you are new, here is how a bitcoin / PayPal transaction goes.
Sometimes it goes like this:
Good luck man. I am not optimistic about the chance of this ending well.
- 1. You send bitcoin to the PayPal receiver.
2. The receiver is never heard from again.
Sometimes it goes like this:
- 1. The PayPal receiver sends you paypal money.
2. You send your bitcoin to the receiver.
3. The receiver does a chargeback and is never heard from again.

I wouldn't jump the gun that quickly, although it seems fishy.
If he's going first with the bitcoin transaction, though, I don't see how this could go wrong unless he forced the buyer to send the fiat before it confirmed and doing a double spend.
Just go to this, this, or this thread and ask them to trade with you. Don't accept trade offers from newbies and always escrow your trade.
