I guess that you are already aware of paypal's policy on how to recover the frozen funds. After some months of locking they will allow you to withdraw your funds to your bank account.
Probably no one will be showing interest to buy your account as per some peoples fees to recover funds from limited paypal account is higher than your locked funds.
