If your mechanically inclined, I'd say build an open air case, especially if you plan for further addition of GPU's, because then you can configure it how you want, then use PCI-E splitters and extenders, as to mine you only need 1 PCI-E lane, so if you had 16 lanes (such as on the new 1155 intel sockets, over kill on CPU for mining though) theoretically you could have 16 graphics cards, as far as I've seen the max open air case has 8 GPU's per mobo based on OS restrictions.
But then again I'm sure somebody has gone over that, as somebody always will.

Are you planning on using Unix or Windows?
If you are running windows... go with a dual or quad core as that CPU utliziation bug will haunt your single core... Now, with a semi decent CPU you can also do Litecoin mining and some other stuff at the same time (or play games if you are so inclined).
Dual 6950's will get pretty warm, but that case looks like it has some decent airflow. You can mount a 120mm high(er) RPM fan in the 5.25 inch bays for increased flow.
Go with a larger PSU just to be on the safeside especially if you plan on overclocking.
Will you be looking for further expansion of your operation down the road?
If you are, I'd look into MSI's GD70 or GD80 boards, or the mother load Big Bang Marshal B3. All these boards support 5 or more GPU's, The GD70 and 80 support the sempron whereas the marshal only supports the sandy bridge i series.
I run a marshal rig that houses 8, temporarily down to 7, and the thing screams away are a decent wattage.
Also the best psu i have used yet for +5 gpu's has been the Antec High Current Pro 1200. 99% of its power goes to it 8 +12V rails, high gauge wiring to keep it cool and 80+ gold rating.

be sure to put it away from sunlight or other heat sources too.
Oop. That's the one I meant. Sargas 130 or 145. That is a good choice. If there are OEM versions of it, or if you can find a sargas 130, you will save money on your rig. I looked on Newegg, and didn't find anything cheaper than that as of current though. It's ten dollars more for the 145, it's your call if you want to shop around past newegg.
Watch out ... The OEM one has no heatsink/fan. So if you need a heatsink/fan the +$10 for 145 retail w/a fan is a no brainer.
