I can easily do it for you for almost no fees, just the 1% fees imposed on Neteller transfers (nothing in my pocket) and also account for the bitpay rates which are sometimes slightly lower than current market prices.

It doesn't matter how other person deposited funds into their account. It's just that you can't deposit funds directly into your account & use them for VCC. Other person can deposit & send it to you. No issues in that.
