), people don't give out money to new accounts here. Especially $3,000. The few people that have over $3,000 and are able to lend it are very cautious and no one would accept this GUYS loan request as he's offering Skrill as "collateral"(?) but from what I've heard, it's reversible with a phone call to Skrill and a fake IP, but who knows.
