I suggest to buy BTCs with your $3000 and pay back as much as can while the price per BTC is at the current value.
Nobody around will trust you enough to borrow 10BTC with $3000 collateral and in a same time Skrill account isn't good collateral.
Btw. Accepted minimum collateral value around is >% 110 of loan request value.
