Thanks for your contributions but this crap thing still doesn't work no matter what I try so I am just going to throw it into my crap tool box.

We can help you more if you provide us more information
Which motherboard do you have?
How many GPUs are you trying to connect?
And how about your PSU?

Maybe a simple m2 to pci adapter can solve your problem...

This is a bitter truth, throw that junk away and buy the popular splitter on Amazon or Alibaba to avoid problems, if Molex is the only solution to power that crap splitter it's clear that it won't be able to handle up to 3 graphic cards, I don't know why they built this in the first place.

You'll have to connect that 1 PCI piece on your motherboard them connect via USB to the 3 PCIe piece
For power I strongly recommend to use molex instead of sata, never use Sata cable to power, and avoid to use converters like Molex to sata

More (powered) risers will be needed, Molex can't power 3 GPU slots. So it will be the mobo PCIe slot to a PCIe tab to a USB cable
to splitter board to another PCIe slot to another PCIe tab for the riser to another USB cable to the powered riser board to the x16 slot to the GPU.
That's a very long route with many potential points of failure. Almost guaranteed to be unstable if it works at all.
I wouldn't try to use it.

This is an example of how to mount:

You'll have to connect that 1 PCI piece on your motherboard them connect via USB to the 3 PCIe piece
For power I strongly recommend to use molex instead of sata, never use Sata cable to power, and avoid to use converters like Molex to sata

Another piece, the green one, is to use 2 PSU, that piece will make your 2PSU start together with primary PSU

It's important to know that this PCI 1 to 3 PCI will not work on all slots and all motherboards, there's some incompatibility.

I didn't use this one.
Usually miners buy proven solutions, although this splitter does not work on all motherboards
PCIe 1 to 4 Riser Card, Pcie Splitter 1 to 4 PCI Riser Card

A microcircuit on a green textolite, this is a start synchronizer for two power supplies.

What type of splitter is this? I was unable to make this splitter work, if are using this type of splitter please tell me how to power it, motherboards don't detect it even with a single GPU
