did you activate the plugin inside the plugin section of your dashboard?
I am free user so I don't have a plugin section on my dashboard it is basic problem with me 
I want to use the plugin in my free account how can it possible

Try using freedomain and free hosting. Search it on google. And install wordpress on it. Or try using blogger it is much easier.
You're going to be limited as what plugins you'll be allowed to use if via wordpress.com. Purchase a domain for under $10/yr, and pay the penny for the first month hosting at HostGator, $7.95/mo thereafter. If you can't afford that small fee, then whatever you're hawking ain't worth much, whether it's a produce of free service, i.e., PSA.

Are you sure you have permissions set correctly? If I remember correctly, in wordpress templates can be set in two ways. Some kind of open and closed mode. The closed mode greatly limited the number of plugins you could use. Does that sound familiar?
Oh and I don't mean wordpress.com. I mean if you are using it with your domain.
