Another thing to consider

if you were to start your own exchange and solicit/accept US residents, you have to acquire a money transmitter-type license in the 48 states that require a license

Having gone through that process for clients in starting up exchanges, the total hard cost between application fees and bonding requirements is approximately $75,000-85,000 before legal/accounting costs. I've seen development costs as low as $50,000 for people who know what they are doing

Thus, starting you own exchange can be a $150,000 endeavor. Compare that to the listing fees and perhaps its not so high? I dont know, judgment call..

even noob exchanges without trust and reputation, without volumes asked from 0.1 BTC.

Bloody Craptopia asked 25 BTC,
ShitBTC - from 25 till 45

so seems much easier to start own micro-exchange than to be listed @ shitexhchanges

The information is accurate?
positive, and forget to add 5 BTC for sources audit @ ShitBTC

Cryptopia - 25 BTC this is a lot for this exchange.

In my experience, those prices are generally correct - good information

complicating the matters is that certain exchanges are refusing to accept ICO tokens that may be deemed securities . . .

Kucoin is one of the "noob exchanges" with a good volume and no lags. You can try to contact their devs so they could include your coin to the next community vote and then your community will do its business (or you can also chose the payed listing from them). But it also seems like the queue for their exchange is insane.
coinfalcon.com also require for 100k EUR worth of coins deposit (you can withdraw it later) made by 100 ppl from your community to get the coin listed. Not the best exchange but still not the worst option.

And the voting for the new coins are indeed necessary for the listing of it.
Your coin need to have at least 1000 vote.

You can get your coin listed with certain amount of payment in different exchange.

Different exchange charge different amount of money.

Previously it was easier to add in exchanges without having to pay something. Nowadays most asked for values in btc or bountys in own coin.
